At European level, Article 10 of the Drinking Water Directive (DWD) requires the health safety of materials and objects in contact with water. However, the non-harmonization of regulations at the level of all European Union countries has been a major concern for several decades.

First of all, it does not make it possible to guarantee the same level of requirements for the health protection of all European consumers. In addition, for suppliers of products and construction materials dedicated to drinking water, the non-harmonization generates multiple costs in order to comply with each country’s requirements, acting as a brake on innovation and free trade in goods.

Since 2011, four Member States - France, Germany, the Netherlands and the United Kingdom, known as the "4MS" for "Member States"and then "4MS-Initiative" (4MSI) following the arrival of Denmark in 2019 - have been working on the harmonization of testing and its requirements. Their work has been taken into account in the recast of the Drinking Water Directive; the final version of which is expected to be published towards the end of 2020.

 
HYDREOS, on behalf of France Water Team, is organizing a workshop which will present the implications of the Drinking Water Directive revision, at European level, for materials and products in contact with water. The event will be the opportunity to exchange on future regulatory developments with the various stakeholders, including representatives of the 4 MS. The water industry will present the challenges in terms of competitiveness and innovation as well as their expectations regarding regulations. The event will end with a session focusing on the situation in France.

Expected audience:

  • European industrialists of the water sector,
  • professional associations or unions,
  • engineering firms,
  • public actors in charge of regulation,
  • accredited laboratories, national reference laboratories and technical centers,
  • local authorities,
  • academic actors.

Objective of the event:

To inform and foster dialogue between the different stakeholders on the following topics:

  • Current regulatory situation in each member state for all groups of materials and objects.
  • Implications of the recast of the DWD, at the European level, for materials and products in contact with drinking water.
  • Work of the 4MSI and consideration in the future DWD and in the harmonization of the regulation.
  • Action plan of the European Chemicals Agency (ECHA) for the compilation and management of an EU positive list of chemicals that can be safely used in materials that come into contact with drinking water.
  • Competitiveness and innovation challenges for industry in relation to regulation.
  • Current situation of French regulation and implications of the new DWD in France.
